Kaliningrad governor says region expects exemption from EU transit restrictions

The EU might have forgotten about is commitments guaranteeing the transit to Kaliningrad when agreeing the latest sanctions, Anton Alikhanov noted

KALININGRAD, June 24. /TASS/. The Kaliningrad Region expects steps to be made jointly with the Foreign Ministry ensuring that the EU amend its sanctions on Russia so that an exception be made for the transit of goods from other Russian regions, the governor of Russia’s Baltic exclave, Anton Alikhanov, said on Friday.

He said the EU could either amend the first four packages of sanctions or expand its amendments envisaged in the fifth package to apply to the previous four. Also, the bloc could instruct Lithuania not to use the restrictions in the first four rounds of sanctions against Kaliningrad transit.

"I hope we will see one of the decisions taken with assistance from the [Russian] Foreign Ministry," Alikhanov said.

The governor said the EU might have forgotten about is commitments guaranteeing the transit to Kaliningrad when agreeing the latest sanctions. He also pointed to a reservation on the transit which he said could be interpreted ambiguously.

On Thursday, the news portal Delfi quoted Lithuanian President Gitanas Nauseda as saying that the European Commission would soon clarify how the country had been adhering to the EU’s anti-Russian sanctions in terms of the transit of goods to the Kaliningrad Region.

Lithuania imposed restrictions on the rail transit of some goods from Russia to the region from June 18 due to EU sanctions. Kaliningrad later confirmed that the restrictions also applied to truck freight.

Russia has said Lithuania’s move is illegitimate as it violates international agreements. Vilnius and the European Union insist they have been consistently enforcing the sanctions regime.
