New model of higher education not implying changes in Unified State Examination

This was announced by the head of the Federal Service for Supervision of Education and Science Anzor Musayev

MOSCOW, December 24. /TASS/. A new model of higher education in Russia going live since September 1, 2025 does not anticipate changes in the format and content of the Unified State Examination (USE), head of the Federal Education and Science Supervision Service told TASS in an interview.

"The final examination and the admission examination (and the USE is the two in one) is the entrance door at a new level of education. Accordingly, there is no need for us to change anything or to reform or to abandon the USE. There is still a need to organize a contest for the new model of higher education, for universities, so that they select the best of the best according to its results. The exam is self-sufficient now. The scales available and the content in place are absolutely satisfactory for higher educational institutions," Anzor Musaev said.

On May 12, Russian President Vladimir Putin signed a decree launching a pilot project to reform higher education in Russia. According to the document, the new system will have base and specialized higher education, and post-graduate studies.
