Media: Share of qualified specialists on Hainan reached 20% in 2020

Hainan holds 30 qualification exams for the employment of foreign employees

HAIKOU, January 14. /TASS/. The share of highly qualified specialists among the population of the southern Chinese province of Hainan reached 20% in 2020. As Xinhua reported with reference to the region's press service, in 2007 this figure amounted to 14%.

The increase in the share of talented personnel was facilitated by the purposeful policy of the Hainan administration to invite highly qualified labor resources to the island. Its main provisions are contained in the "Action Plan for Attracting One Million Talented People to Hainan (2018-2025)". As part of the implementation of the first stage of this plan, since 2018 more than 208,000 specialists have arrived in the province from both mainland China and abroad, as well as from Hong Kong, Macau and Taiwan.

Last year, the province created 65,000 vacancies for specialists from all over the world, more than 50,000 people have already been recruited to relevant positions. Foreigners and residents of special regions of China make up about 80% of those positions. There is a trend towards a decrease in the age of talented personnel arriving in the Hainan province and an increase in the coverage of the regions they represent, the publication explains.

Hainan holds 30 qualification exams for the employment of foreign employees, in addition, more than 200 foreign qualification documents are accepted in the province.

The province has a preferential income tax for high-value personnel, with a maximum rate of 15%. Foreign specialists and members of their families have an opportunity to obtain temporary residence for up to five years, as well as a residence permit.

On June 1, the Central Committee of the Chinese Communist Party and the State Council published the General Development Program for Hainan's Free Trade Port, according to which an effective mechanism to stimulate sustainable and long-term growth should be finally formed in Hainan by 2025. It is expected that thanks to new methods, many of which are being introduced in China for the first time, the province will be able to fulfill a number of key socio-economic tasks necessary to form a powerful financial and economic center in the country’s south. It is assumed that by 2035 both the economic and innovative potential of this region will be maximized, and it will become one of the most attractive places for international investors.
