UNITED NATIONS, October 15. /TASS/. Kiev is terrorizing the civilian population and is pursuing a policy of torture, Russian Permanent Representative to the United Nations Vasily Nebenzya said.

"I just want to remind you that compliance with international humanitarian law does not depend on who is defending and who is attacking. It is a universal instrument that must be observed by all countries, and it is impossible to seriously discuss a resolution to the crisis with countries that do not acknowledge the obvious. Kiev is terrorizing the civilian population. It is terrorizing the civilian population even deep within Russia and is carrying out a systematic policy of torture, about which few people know," he told an unofficial Arria-formula meeting on human rights violations in Ukraine.

According to the Russian diplomat, the situation in Alyoshki in the Kherson Region is only one example of such a policy.
