WASHINGTON, November 4. /TASS/. The results of the midterm Congressional election in the United States will not have a major effect on Washington’s foreign policy as virtually the entire US political class is seeking Russia’s isolation, containment of China and NATO’s expansion, Michael Brenner, former Director of the International Relations & Global Studies Program at the University of Texas, honorary professor at the University of Pittsburgh (Pennsylvania), and former Consultant to the US Department of State and the Pentagon, told TASS.
"Changes in the composition of the [US] Congress could have only a marginal effect via budget appropriations and confirmation of senior appointees," the political analyst argued.
According to Brenner, regardless of the results of the midterms, a broader bipartisan consensus on major foreign policy issues will be maintained. "That includes preserving the US. dominant global position; undermining/containing China’s growing strength; isolating Russia and expanding NATO; coercing weak states to obtain economic and security advantages, e.g. Venezuela," Brenner opined. "Attendant actions have had almost universal backing from the country’s political class," he added.
"On Ukraine, no change," the analyst predicted. US President Donald Trump will continue to promote "a short-term deal and longer-term conciliation," he opined. Meanwhile, the larger part of the Washington Establishment has already designated Russia as a strategic enemy, with "Democrats being the most passionate," he concluded.
Only 35 out of 100 Senate seats and all 435 seats in the House were contested on Tuesday when a gubernatorial election across 36 states was also held. The ruling Republican party currently holds control of both houses. The next, 120th Congress, that will be crafted by the results of the midterms, will begin sitting on January 3, 2027.
