MOSCOW, January 15, 6:43 /ITAR-TASS/. A group of deputies from all the four factions of political parties in the State Duma lower house of the Russian parliament on Wednesday will refer to the House for consideration a large package of amendments to the anti-terrorist legislation "in the wake of the explosions in Volgograd". The drafters of the amendments promise to do everything depending on them to secure that the adjustments are adopted as soon as possible.
Leonid Levin (A Just Party member) told Itar-Tass that this refers primarily to an extension of the powers of the Federal Security Service (FSB). In particular, FSB personnel will be allowed to carry out personal examination of citizens and their belongings if there is ground to suspect them, as well as an inspection of transport vehicles.
The commission of a crime for the purposes of propaganda, justification and support of terrorism will be reckoned an aggravating circumstance, the parliamentarian said.
It is suggested that complicity in the commission of terrorist crimes be penalised by the deprivation of freedom for terms from 8 to 20 years. The commission of a terrorist act, as well as arrangements for and financing of terrorism will be punished by the deprivation of freedom for terms ranging from 15 to 20 years or life imprisonment. The same responsibility may be instituted for undergoing training at terrorist camps.
A person may face a prison term from 15 to 20 years or life imprisonment for the organization of a terrorist community or participation in it.
The organization of illegal armed formations or participation in them will be penalised by the deprivation of freedom for terms from 15 to 20 years or life imprisonment.
The provision or collection of funds, or the rendering of financial services, if they are designed to finance organizations connected with terrorists, shall entail a fine from one million to 60 million roubles for legal entities, one of the bills stipulated.
