MOSCOW, April 17. /TASS/. Creator of the cloud-based instant messaging service, Telegram, Pavel Durov stated that he would be happy to donate millions of dollars at his personal expense to support VPNs and proxies helping to override the block on the messenger.

"As part of the digital resistance - a decentralized movement for the protection of digital rights and progress - I have started to pay out bitcoin grants to proxy and VPN administrators. This year, I will be happy to donate millions of dollars to this cause at my personal expense," Durov wrote on Tuesday on VK.
