Kiev mayor accuses Zelensky of manipulation amid power, water shortages

According to Vitaly Klitschko, the central government is constantly creating obstacles and refusing to help the capital, effectively destroying the city

MOSCOW, November 6. /TASS/. Kiev Mayor Vitaly Klitschko has accused Vladimir Zelensky of manipulation and lying about how the critical situation with electricity and water supplies is being handled in the Ukrainian capital.

"The central government keeps portraying Kiev as the worst-affected city while resorting to constant manipulation and lies. It's no good. In its efforts to get rid of Klitschko by any means, the central government is constantly creating obstacles and refusing to help the capital, effectively destroying the city," Klitschko said on Telegram. He also accused Zelensky of being unaware of the actual power supply situation in other regions of Ukraine.

Earlier, Zelensky called the prolonged power and water outages in Kiev the worst in the country and accused the city authorities of failing to prepare for the heating season.

On Tuesday, Kiev Mayor Vitaly Klitschko said that facilities at the Kiev regional power hub had been damaged, adding that the city’s power supply situation is extremely difficult. On Wednesday, local residents blocked three roads in Kiev to protest prolonged power outages. This morning, Kiev residents blocked a road again over extended power cuts.

Scheduled power outages have been in effect across Kiev for several days. However, emergency blackouts are periodically introduced due to excessive strain on the grid, leaving residents without electricity for unpredictable periods.

Ukraine’s Energy Ministry has described the situation in the capital region as the most difficult in the country. According to local experts, all power generation facilities in the city have been damaged. Water supply disruptions have also occurred due to power shortages.

Power supply disruptions began across Ukraine in late 2025 amid extensive damage to energy infrastructure. A state of emergency was declared in the energy sector then, which is still in place. Many regions continue to face daily scheduled power outages lasting several hours, as well as emergency cuts.
