MOSCOW, November 7. /TASS/. The crisis in European security was provoked by the West drawing a line under the previous system of security in Europe for Russia, the Foreign Ministry said in material "On the Efforts of the USSR and Russia to Establish Collective Security."
The ministry said that the West rejected a draft Agreement on the Foundations of Relations between Russia and NATO proposed by Russia in 2009, as well as a 2021 initiative to draw up an agreement with the United States on security guarantees and an agreement with NATO on security measures.
"The crisis in European security, provoked by the West and requiring Russia to take decisive protective measures in the form of a special military operation, has drawn a line under the previous system of security in Europe for Russia," it said.
"In June 2024, President Vladimir Vladimirovich Putin put forward the initiative to create a new architecture of equal and indivisible security in Eurasia. Building on this project, in September 2026, during the 81st session of the UN General Assembly, Russia, Belarus, Vietnam, Iran, Kazakhstan, Kyrgyzstan, Laos, Myanmar, and Tajikistan announced the start of work on the Eurasian Charter of Diversity and Multipolarity in the 21st Century. This document is intended to unite the existing mechanisms of cooperation, including the CIS, the CSTO, the SCO, ASEAN, the GCC, and other formats, around the principles of sovereign equality, civilizational diversity, indivisible security, and the rejection of the dominance of a single power or group of states."
"Russia, like its predecessor, the USSR, has never experienced a lack of goodwill in matters related to international cooperation in the interests of ensuring collective security. Nevertheless, all of Russia’s attempts to integrate into Euro-Atlantic structures as an equal member were rejected, as were the initiatives to create a unified legal-contractual military-political space in Europe. It was the NATO countries and the European Union that destroyed the military-political dimension of the OSCE. The assurances given to the Soviet leadership about the non-expansion of the North Atlantic Alliance to the east were effectively disavowed."
