A third party delivered the proposal, according to the news agency. Moscow has not yet responded.

Turkish Foreign Minister Hakan Fidan previously said Ankara was closely monitoring maritime security in the Black Sea and had offered the parties to the Ukraine conflict a moratorium on military action.

Russian Deputy Foreign Minister Alexander Grushko told reporters that Moscow has not yet received any formal proposal for a possible moratorium on military action in the Black Sea.
