The highest authority in Ukraine has essentially been destroyed, and most government bodies have been deposed and exhausted their competencies, however, the parliament remains legitimate, Deputy Chairman of the Russian Security Council Dmitry Medvedev stated at the St. Petersburg International Legal Forum.

According to Medvedev, there is no one on the Ukrainian side to negotiate with, as most government bodies in Ukraine, including the president, the Constitutional Court, the government, and regional administrations, have been deposed and exhausted their competencies. He also noted that "the highest authority has essentially been destroyed."

"True, there is a parliament, which formally, at least until the election of a new parliament, retains its powers, so if desired, a legal way can be found to formalize certain agreements," he said.
