MOSCOW, October 19. /TASS/. The regions bordering the Donetsk and Lugansk People’s Republics, the Kherson and Zaporozhye Regions will beef up protection of state facilities and step up security precautions, Chairman of the State Duma Defense Committee Andrey Kartapolov said on Wednesday, as quoted by the press service of the United Russia faction.
"The areas bordering [the new territories], namely the Belgorod, Bryansk, Voronezh, and Rostov Regions, the Republic of Crimea and [the city of] Sevastopol, will beef up security precautions and protection of public facilities. More stringent measures will involve inspections, including on roads, but it is absolutely justified," he said commenting on the presidential decree imposing martial law in the new regions.
The lawmaker pointed out that martial law, declared in the DPR, LPR, the Kherson and Zaporozhye Region, provides for a number of restrictions.
"They are a special legal order and the creation of conditions to perform the tasks, assigned primarily to the Armed Forces. Security and control requirements will be tightened. The Zaporozhye and Kherson Regions as well as the Donetsk and Lugansk People’s Republics do need all this now," he added.
Earlier on Wednesday, Russian President Vladimir Putin introduced four levels of preparedness as part of his decree, which has already been published. The highest level was declared in the Donetsk and Lugansk People’s Republics, and in the Zaporozhye and Kherson Regions. A medium level of preparedness was introduced in the Russian regions bordering Ukraine. A high level of readiness will be in effect in other regions of the Central and Southern Federal Districts, and a level of basic readiness in other Russian regions.
