Hainan to continue to pursue policy of lifting certain import duties in 2024

According to China News Service, the province’s administration will continue to adhere to the strategy of strengthening economic openness

HAIKOU /China/, January 5. /TASS/. The authorities of South China's Hainan Province will continue to pursue a targeted policy of gradually abolishing some duties and tax levies on companies that meet the requirements of the free trade port in 2024, China News Service reported with reference to China's central government.

According to the news service, the administration of Hainan will continue to adhere to the strategy of strengthening economic openness, while improving the control mechanisms' efficiency. Experimental measures implemented in special customs zones, especially those located in the industrial zone of Yangpu Port (northwest of the island) and in Haikou City (the administrative center of the region), have become the foundation for such a policy.

Hainan already has rules in place that exempt enterprises from tariffs, import VAT and consumption tax on products imported for repair and further re-export. Companies registered in the province and temporarily exporting aircraft, ships and components for repair services do not have to pay duties.

Organizations temporarily importing product samples, promotional films and sound recordings into Hainan may also be exempted from paying import tariffs and taxes. Similar policies to remove trade barriers and simplify trade are being implemented in the pilot free trade zones of Beijing, Shanghai and Tianjin, Guangdong (south) and Fujian (east) provinces.

In April 2018, Chinese President Xi Jinping announced the establishment of a free trade pilot zone and port in Hainan. The program aims to bring the island into the process of globalization and international division of labor, and to lay a solid foundation for innovation. The provincial administration is creating an attractive environment for investors, establishing an advanced research and development infrastructure. According to the government's plan, by 2050 this region will become a unique international cluster with an advanced economy, housing the campuses of leading universities, advanced laboratories and headquarters of global corporations.
