MOSCOW, January 1. /TASS/. The statutory monthly minimum wage in Russia will be increased by 16.6% in 2025 and will amount to 22,440 rubles ($226.4).
The increase in the minimum wage will contribute to an increase in the salaries of about 4.2 million workers. In 2024, the minimum wage was 19,242 rubles ($194).
Increasing the statutory monthly minimum wage is one of the national development goals of Russia until 2030. In his May Decree, Putin defined that the statutory monthly minimum wage should grow at an accelerated pace and reach at least 35,000 rubles ($353) per month by 2030.
The statutory monthly minimum wage is the minimum salary of Russians before deducting personal income tax.
An employer does not have the right to pay less than the set minimum amount. Otherwise, he can be fined and even brought to criminal liability. In addition to wages, the statutory monthly minimum wage determines the calculation of sick leave payments, maternity benefits, and a number of other social benefits.
The statutory monthly minimum wage cannot be lower than the subsistence minimum of the working-age population and is uniform for the entire country. However, regions of the Russian Federation can set their own level of minimum wage on condition that it is not lower than the federal one. Since 2000, the statutory monthly minimum wage in Russia has changed 26 times (including an increase from January 1, 2025).
