According to the statement, Defense Minister Sergey Shoigu "was also presented with the center’s designs, which allow drone sorties at non-standard frequencies and allow using them in difficult weather conditions"

MOSCOW, February 28. /TASS/. Specialists of the "Skat" unmanned systems center in the Tula Region developed a control system with its own proprietary software, the Russian Defense Ministry said, adding that Defense Minister Sergey Shoigu received a corresponding report during his inspection of the education process in the Tula State University’s military educational center.

"The Russian Defense Minister received a report that the center developed a ground control system with own software and remote access points, which provides its operator with safe and universal control over a wide array of devices.
