European officials told the publication that the guarantees under discussion could involve a military force, air defense, weapons supplies, and monitoring of a potential ceasefire. They also noted that Washington may provide indirect support to European peacekeepers through a variety of means.

In turn, Bloomberg reported that the guarantees will be shaped through the work of the Coalition of the Willing, with the precise format still to be determined. According to the agency, a multinational force could also be deployed in the future.
