BEIJING, October 30. /TASS/. Russia's withdrawal of ratification of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) does not mean the dismantling of this mechanism of military-strategic balance, Russian Defense Minister Sergei Shoigu said at the 10th Xiangshan Security Forum.
