MOSCOW, November 14. /TASS/. Regions of the Russian Federation's Arctic Zone need support from the Ministry for Development of the Far East and Arctic in priority allocation of funds under national projects and federal programs for implementation of the Arctic backbone cities' master plans, the Arkhangelsk Region's Governor Alexander Tsybulsky said at a meeting of the State Council's commission on the Northern Sea Route and the Arctic.
"We need support both from the commission and from the Ministry for Development of the Far East and Arctic in obtaining recommendations for federal executive authorities on priority allocation of funds under national projects and federal programs for implementation of the master plans," he said. "It is very important. It may seem a formality, but it hinders our work."
He noted that the regions are actively preparing for the master plans' implementation, though at the first stage of their approval, a significant part of the initiatives is not supported by federal authorities. The main argument being the absence of measures in respective state programs or non-compliance with conditions for the allocation of federal budget funds. "We are facing the situation where our counterparts at federal authorities tell us quite rightly that they cannot coordinate these measures as they are not included into state programs and do not comply with regulations for allocation of federal subsidies and funds," the governor said.
