Yury Ushakov said that Kazakh President Kassym-Jomart Tokayev will arrive at Astana airport on May 27 to personally greet Vladimir Putin

MOSCOW, May 26. /TASS/. Russian President Vladimir Putin’s state visit to Kazakhstan will coincide with the meeting of the Supreme Eurasian Economic Council as part of the EAEU summit, Kremlin Aide Yury Ushakov noted at a briefing.

TASS has compiled the presidential aide's key statements about the visit.

Putin's state visit to Kazakhstan

"This will be a state visit, and it will coincide with the EAEU summit events to be held in Astana on May 28-29, i.e., with the meeting of the Supreme Eurasian Economic Council," the official said.

Putin’s visit to Kazakhstan will carry state-visit status despite diplomatic protocol tradition and will underscore the high level of bilateral relations, he noted.

"As a rule, one state visit is conducted during a single presidential term, but since this visit is the second state visit, it is intended, at the suggestion of our Kazakh friends, to highlight the unprecedentedly high level of relations between our two countries," Ushakov said.

Putin is in constant contact with his Kazakh counterpart, Kassym-Jomart Tokayev.

"Since Tokayev assumed the presidency of Kazakhstan in March 2019, 38 different meetings between our two presidents have taken place," Ushakov recalled.

Tokayev will arrive at Astana airport on May 27 to personally greet Putin.

Upon arrival in Astana, Putin will travel with Tokayev to the residence of the Kazakh president, "where an informal, friendly, one-on-one lunch between the two leaders will take place."

"The talks will be held in two formats - first in a restricted format, and then in an expanded format," the Kremlin aide said.

Putin and Tokayev will issue a statement to journalists following their talks.

"Following the signing ceremony and exchange of documents, the presidents will make a statement to the press," Ushakov said.

Russian delegation

A representative delegation of more than 30 people will accompany Russian President Vladimir Putin during his upcoming state visit to Kazakhstan.

"Our delegation will be quite representative: it will include more than 30 people," Ushakov said, adding that Russia’s delegation during Putin’s visit to China included 60 people.

According to Ushakov, Deputy Prime Minister Alexey Overchuk, who co-chairs the intergovernmental commission and who "is actively working with the Kazakh partners," will be among the delegation’s members.

Document signing and negotiation agenda

"Sixteen documents have been prepared for signing," Ushakov said.

"Pre-signed documents will be exchanged, covering a wide range of cooperation areas – from energy and finance to healthcare and tourism," he added.

In particular, an agreement on the construction of Kazakhstan's first nuclear power plant, with the participation of Rosatom corporation will be signed.

"Important agreements will be concluded on the key parameters of the nuclear power plant's construction and on the financing of the project through a Russian state export loan," Ushakov said.

"Key aspects of the further development of Russian-Kazakh relations – in political, trade and economic, military-technical, cultural, humanitarian, and other areas – will be discussed," he added.

EAEU Forum

Putin will take part in the 5th Eurasian Economic Forum in Kazakhstan on the evening of May 28.

"The forum's central theme is 'The EAEU in the Global Digital Race: Betting on Artificial Intelligence,'" Ushakov said.

Putin will address the plenary session of the Eurasian Economic Forum in Kazakhstan on May 28.

Putin will participate in the meeting of the Supreme Eurasian Economic Council (SEEC) in Kazakhstan on May 29: "First in a restricted format, and then in an expanded format," Ushakov specified.

In his speech at the plenary session of the Eurasian Economic Forum in Kazakhstan, Putin will "assess the current level of digitalization and artificial intelligence development" globally and within the EAEU.

"He will also talk about Russia's efforts to implement AI technologies and so on," the Kremlin aide said.

Following the Eurasian Economic Forum in Kazakhstan, the heads of state of the EAEU will "adopt a joint statement" on the development and implementation of these technologies in the union's member states.

Russia will be represented at the Eurasian Economic Forum by a significant delegation of 400 people, including "representatives of business, business associations, and the scientific and expert community."

Kyrgyzstan will assume the EAEU presidency on January 1, 2027.

Economic relations

Russia is one of Kazakhstan's leading trading partners, accounting for a fifth of the country's trade, and trade between the two countries is breaking records.

"In 2025, trade turnover rose to a record-breaking $29 billion," Ushakov said.

Total Russian investment in Kazakhstan's economy "exceeded $29.4 billion" by the end of 2025.
