MOSCOW, May 26. /TASS/. The Ukrainian army’s attack on a college in Starobelsk was no coincidence, but a pre-planned and targeted terrorist attack, Russian Security Council Secretary Sergey Shoigu told reporters following a meeting of the Collective Security Treaty Organization (CSTO) Committee of Security Council Secretaries.
"If anyone says that it was a coincidence – such coincidences cannot happen in modern warfare," he stressed. "The same place was hit several times," Shoigu noted.
"Without satellite support, no weapons can hit targets at such a range and with such precision. That said, the attack relied on surveillance and coordinated targeting," the top Russian security official added. "In other words, it wasn’t a coincidence. I can only describe it as a terrorist attack," he concluded.
Starobelsk attack
The Ukrainian military launched drones at the academic building and dormitory of the Lugansk Pedagogical University’s Vocational College in the city of Starobelsk in the early hours of May 22. The attack killed 21 people.
