Putin bans registration of West-related legal entities in Donbass, Novorossiya

The right to issue special permits is given to collective authorities to be established by heads of the Donetsk People’s Republic, the Lugansk People’s Republic, Zaporozhye and Kherson Regions

MOSCOW, December 24. /TASS/. Russian President Vladimir Putin banned by his decree registration of legal entities related to foreigners from unfriendly countries in regions of Donbass and Novorossiya without a special permit by January 1, 2026.

The document was posted on the web portal of legislative acts.

The right to issue special permits is given to collective authorities to be established by heads of the Donetsk People’s Republic, the Lugansk People’s Republic, Zaporozhye and Kherson Regions. An application for such permit can be rejected "if implementation of relevant registration actions may pose threat to country’s defense and national security," the document reads.

A special agency of the Cabinet has the right not to apply the ban at the suggestion of the Federal Tax Service and the Federal Service of State Registration, Cadaster and Cartography. It is possible if companies filed documents on the change in the structure of founders and members according to Russian laws.
