MOSCOW, November 28. /TASS/. Russia and Kazakhstan are proceeding from the premise that a nuclear war should never be unleashed, says a declaration marking the 30th anniversary of diplomatic relations between the states, signed by the countries’ presidents, Vladimir Putin and Kassym-Jomart Tokayev, on Monday.

"The Russian Federation and the Republic of Kazakhstan go on the premise that there can be no winners in a nuclear war and it should never be unleashed," says the document, posted on the Kremlin website.

In their declaration, Russia and Kazakhstan have also reaffirmed their support for the Central Asian Nuclear-Weapon-Free Zone treaty of September 8, 2006 (Treaty of Semipalatinsk) and emphasized the importance of completing the process of its institutionalization through the ratification of the protocol to the treaty by all countries possessing nuclear weapons.
