UK expands blacklist against Russia - statement

The United Kingdom adding in it 92 individuals and legal entities, including those affiliated with Rosatom

TASS, February 24. The United Kingdom has expanded sanctions against Russia, adding 92 individuals and legal entities, including those affiliated with Rosatom, to its blacklist, the British government said in a statement released on Friday.

"UK sanctions on Russia top 1,500 as FCDO (Foreign, Commonwealth and Development Office - TASS) targets 92 individuals and entities, including those connected to Rosatom," the statement said.

Rosatom management and financial institutions

The United Kingdom has imposed sanctions on several members of the management of the Russian state corporation Rosatom.

"Also sanctioned today are senior executives at Russian state-owned nuclear power company Rosatom, plus executives from Russia’s two largest defence companies, four banks, and other Russian elites. Rosatom has deep connections to the Russian military-industrial complex - including through Alexander Novak who is both a member of the supervisory board and the Deputy Prime Minister in [Russian President Vladimir] Putin’s administration," the British Cabinet said in a statement.

The United Kingdom has imposed sanctions against four Russian financial institutions, including MTS Bank.

"Four banks, including MTS, are also being sanctioned as part of today’s package. This will further isolate Russia from the international financial system and help the UK and partners to prevent circumvention [of sanctions]," the British Cabinet said in a statement.

Novak and Shadaev

The United kingdom imposed sanctions on Friday against Russian Deputy Prime Minister Alexander Novak, Digital Development, Communications and Mass Media Minister Maksut Shadaev, as well as senior Gazprom, Aeroflot officials.

Novak was blacklisted for alledgedly being "involved in obtaining a benefit from or supporting the Government of Russia" as a member of Rosatom's board of directors. The same wording was used for Shadaev, only instead of Rosatom, it indicated Aeroflot, whose board he had joined in 2020. Eight other senior executives were sanctioned, including Maksim Liksutov, who is on the company's board of directors.

Former Prime Minister Viktor Zubkov was blacklisted for being chairman of Gazprom's board of directors. The sanctions have also been extended to ten other senior executives of the company.

The sanctions list also included the governor of the Tula Region Alexey Dyumin, Managing Director and Chief Executive of Nord Stream 2 A Mattias Warnig, Alexey Kozak, son of the former Deputy Prime Minister Dmitry Kozak, and the mother of the gymnast Alina Kabaeva, Lubov Kabaeva.

Equipment for Russian army

The United Kingdom has imposed sanctions against six Russian companies producing and servicing machinery and equipment for the Russian armed forces, as well as the management of Russia's Rostec and Almaz-Antey Corporation. The updated version of the sanctions list posted on the website of the British Foreign Office also included two nuclear centers in Sarov and Snezhinsk, as well as the management of the Iranian company Qods Aviation Industry that allegedly supplied drones to Russia.

CEO, Chairman of the Management Board and General Director of Almaz-Antey Yan Novikov and about a dozen members of the company's management were subjected to sanctions. The company itself is also on the UK blacklist. Another 20 or so Rostec employees were also added to the sanctions list as well. Restrictions by London against the corporation itself were announced exactly one year ago. All persons who have fallen under the sanctions are prohibited from entering the UK territory, and their accounts and assets in the United Kingdom, if any, will be frozen.

Sanctions were also imposed on the Saratov LLC Zavod (plant - TASS) Sokol and the Kazan AO Zavod Elekon, which produces electrical connectors used in defense, aviation and rocket and space equipment. Zvezda scientific and production enterprise named after academician G.I. Severin, which, among other things, creates systems of emergency escape from aircraft, air refueling and life support for high-altitude flights, JSC Izumrud in Vladivostok, which produces radar and radio navigation equipment, and Lomo JSC, specializing in optical and mechanical and opto-electronic devices, as well as Repair Base for Repair of Aircraft Instruments and Aerodrome Equipment, were blacklisted as well.

Nuclear centers and Iranian drones

The sanctions were also imposed on the All-Russian Research Institute of Experimental Physics (VNIIEF) in Sarov, which develops and produces nuclear munitions, and the Federal State Unitary Enterprise Zababakhin All-Russia Research Institute of Technical Physics (VNIITF) in Snezhinsk. Both research institutes are part of the Rosatom State Corporation.

The reason for the sanctions is that these enterprises are either engaged in "manufacture or repair of military equipment", which is used to destabilize the situation in Ukraine and undermine its territorial integrity, or supply goods and technological solutions that can be used for the same purpose.

Qods Aviation Industry Managing Director Ghassem Damavandian and four board members of the Iranian company were listed for allegedly providing "unmanned aerial vehicles (UAVs) for use by the Russian military," which could threaten "the territorial integrity, sovereignty, or independence of Ukraine".

Almaz-Antey management

The United Kingdom imposed sanctions on Friday against the management of Russia's Rostec and Almaz-Antey Corporation. The sanctions list was published by the UK Foreign and Commonwealth Office.
