US making civilian agencies responsible for military biological activities — top brass

As Igor Kirillov said, this will allow the U.S. administration to avoid criticism on international platforms and take the Department of Defense and its Defense Threat Reduction Agency out of the loop

MOSCOW, January 30. /TASS/. Washington is shifting the functions of commissioning military biological activities onto civilian agencies, Chief of Russia’s Radiation, Chemical and Biological Protection Force Igor Kirillov said on Monday.

"Under pressure from the world community, Washington is changing its approaches to the organization of military biological activities, assigning contractor functions to purely civilian agencies, such as the Department of Health, Department of Energy, and the Agency for International Development," he told a briefing on the analysis of documents about the United States’ military biological activities.

In his opinion, this will allow the U.S. administration to avoid criticism on international platforms and take the Department of Defense and its Defense Threat Reduction Agency out of the loop.
