Hainan authorities encourage to report environmental violations

HAIKOU, September 11./ TASS/.  Hainan authorities will pay people who report environmental violations on the island. According to Xinhua, active citizens will get an encouragement from the local administration from 500 to 500,000 yuan (about $73 to $7,300). 

The provincial department of environmental protection published a list of ten categories naming environmental violations. Those are the violations relating to, in particular, production, sales, use, transfer and use of radioisotopes; utilisation and storage of dangerous hard and medical waste; discharging pollutants into the water or similar emissions into the air, as well as other illegal actions regarding the environment. 

The sum depends on how serious the violation is, as well as whether is was difficult to detect. Persons who are cooperating closely with the authorities and contributing to the cases relating to public safety, will be paid more. The informants will get about a thousand yuan ( about $ 146) for reporting environmental crimes which are not on the list. According to Hainan’s department for environmental protection, a legal act regulating the process for financial encouragements for reporting environmental crimes will enter force on January 1, 2021. 

In 2020, the government of Hainan introduced separate waste collection in such cities as Haikou (the administrative center of the region), Sanya, Sansha and Danzhou. In addition, the authorities will create marine stations for environmental monitoring of water conditions, as well as build four waste incineration plants. In 2020, the Hainan authorities intend to build water treatment facilities in cities, villages and ports, as well as create marine sanitary zones in coastal areas to combat pollution of the oceans. The government also intends to revive forests and plant 280 hectares of mangrove forests.

In order to combat environmental pollution and protect the ecology, the Hainan authorities intend to completely stop selling gasoline and diesel cars on the island by 2030. In order to do so, the government will encourage the people to buy electric vehicles and hybrids, as well as develop the necessary infrastructure.
