MOSCOW, November 18. /TASS/. The Russian Federation Council (upper house of parliament) will consider the use of Russia’s armed forces abroad on Wednesday due to the address by Russian President Vladimir Putin regarding the deployment of Russian peacekeepers to Nagorno-Karabakh, Deputy Foreign Minister Andrei Rudenko told TASS on Wednesday.

"Yes, this [the consideration of the issue by the Federation Council] is related to the president’s address regarding the deployment of a peacekeeping contingent [to Nagorno-Karabakh]," he said.

According to Russia’s Constitution, the Federation Council makes a decision on the possibility of using the Russian Armed Forces outside the country at the suggestion of the Russian president. According to the Federation Council’s regulations, the issue is discussed during a closed-door session, unless the upper house decides otherwise.

On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed a joint statement on a complete ceasefire in Nagorno-Karabakh starting from November 10. The Russian leader said the Azerbaijani and Armenian sides would maintain the positions that they had held and Russian peacekeepers would be deployed to the region.
