MOSCOW, March 30. /TASS/. Russia appeals to the United Nations, the Organization for Security and Cooperation in Europe (OSCE) and the International Committee of the Red Cross (ICRC) to force Kiev to comply with its humanitarian obligations in Kharkov and other cites, Colonel General Mikhail Mizintsev, chief of Russia’s National Defense Management Center, said on Wednesday.
Mizintsev said that the rescue of Kharkov residents requires immediate decisions aimed at stabilizing the humanitarian situation.
"We appeal to the leaders of the United Nations, the OSCE, the International Committee of the Red Cross, and other international organizations and urge you to utilize the authority and potential of your organizations to make the Kiev authorities abide by their humanitarian commitments not only in Kharkov, but also in other populated localities of Ukraine," Mizintsev said.
