MOSCOW, May 25. /TASS/. The Russian Armed Forces are launching systematic strikes on military-industrial complex facilities in Kiev, as Ukraine’s attack on a school Starobelsk in the Lugansk People’s Republic (LPR) was "the last straw," the Russian Foreign Ministry warned.
The ministry advised foreigners to leave Kiev as soon as possible and its residents not to approach military and administrative infrastructure sites.

Ukraine’s attack on Starobelsk
The May 22 overnight "bloody attack" on the academic building and dormitory of the Lugansk State Pedagogical University’s college in Starobelsk "became the latest piece of flagrant evidence of the Nazi and terrorist nature of the Kiev regime, which deliberately delivers strikes on civilians and does not stop at cold-blooded killings of children."
"The [Vladimir] Zelensky junta and its Western sponsors" have demonstrated to the entire world "their blatant disregard for the norms of international humanitarian law."
"This constitutes a flagrant violation of the 1949 Geneva Conventions and their Additional Protocols, which regulate the protection of civilians during conflicts, the 1989 Convention on the Rights of the Child, and a number of other significant international instruments."
The strike on Starobelsk "was the last straw."
Actions by the Russian army
The Russian army is "launching a series of systematic strikes against Ukrainian military-industrial complex facilities in Kiev, including specific sites for the design, production, programming, and preparation for the use of drones employed by the Kiev regime with the assistance of NATO specialists responsible for supplying components, providing intelligence, and guidance."
"Strikes will be delivered both on decision-making centers and command posts."
Recommendations to foreigners
Bearing in mind that the aforementioned facilities are located all over Kiev, the Russian foreign ministry warned foreign citizens, including the staff of diplomatic missions and representative offices of international organizations "about the need to leave the city as soon as possible and residents of the Ukrainian capital not to approach military and administrative infrastructure sites of the Zelensky regime."
