No compromise on same-sex marriages in Russia, Kremlin stresses

Dmitry Peskov explained that Russia had "an absolutely clear wording in the Constitution and an absolutely clear number of Russian citizens, who support this clear stance"

MOSCOW, July 14. /TASS/. The Kremlin is strongly against any compromise on same-sex marriages in Russia, Presidential Spokesman Dmitry Peskov told reporters on Wednesday.

"There should be no search for any compromise form of registering [same-sex marriages], President [Vladimir Putin] has not reacted to this in any way," Peskov stressed, commenting on a decision of the European Court of Human Rights (ECHR) that ordered Russia to recognize same-sex unions in a new ruling on Tuesday.

Peskov explained that Russia had "an absolutely clear wording in the Constitution [on the marriage] and an absolutely clear number of Russian citizens, who support this clear stance."

The Kremlin spokesman noted that in this issue the head of state relied on the position of the majority of Russians and on the key Russian law.

On Tuesday, Peskov told TASS Russia could not comply with the ECHR’s decision on registering the marriage of three Russian same-sex couples, since this violated the Russian Constitution.

Earlier, the ECHR recognized the refusal to marry three same-sex couples as a violation of Article 8 of the European Convention on Human Rights on the right to respect for private and family life. The court says that Russia has an obligation to comply with the provisions of the European Convention on Human Rights.

Meanwhile, according to a new provision of Article 79 of the Russian Constitution, decisions of interstate agencies passed based on the provisions of international treaties of the Russian Federation in the reading that contradicts the Constitution, must not be enforced in Russia. Amendments to the Constitution passed in 2020 included the provision on the protection "of the institution of marriage as the union of a man and a woman."
