MOSCOW, November 18. /TASS/. Ukrainian troops near Lugansk are beginning to run out of steam and in some areas are already shifting from active offensive operations to defense, Lugansk people's militia’s spokesman Andrey Marochko said on Friday.

"The enemy does not stop trying to attack our positions. But I would like to note a positive trend: in some areas the enemy is running out of steam, shifting from active offensive operations to mobile defense or all-round defense," Marochko said on Russia’s TV Channel One.

Earlier, Marochko said that, according to the LPR’s intelligence, the Ukrainian command considered the Lugansk area as one of its priorities, spared no effort or resources and did not care about losses at all. Also, he stressed that it was one of the areas where the main forces of Ukraine’s military were massed up and continued to be built up.
