Impossible to reintroduce death penalty in Russia under current constitution — senator

It is impossible to reintroduce the death penalty in Russia under the current Constitution, Chairman of the Federation Council (the upper house of parliament) Committee on Constitutional Legislation and State Building Andrey Klishas said, commenting on a remark by Russian Security Council Deputy Chairman Dmitry Medvedev.

Medvedev said earlier, commenting on pro-Ukrainian acts of sabotage, that Russia could "overcome its moratorium on the death penalty if the need arises and the Russian Constitutional Court changes its legal stance."

"It is impossible to reintroduce the death penalty in Russia under the current Constitution. This is the position that Constitutional Court Chairman Valery Zorkin publicly advocates," Klishas wrote on Telegram.

When giving a lecture at the St. Petersburg International Legal Forum in June, Zorkin stated that the only way to reintroduce the death penalty in Russia was through adopting a new constitution.
