The Security Council’s chief stressed that Russia had always responded to the requests of its friends and partners and "dozens of times had provided selfless assistance to sovereign countries in their efforts to preserve independence".

"In 1863, the Russian Empire helped the US defend its territorial integrity by sending two squadrons to the American shores at its request. At least three times we came to the aid of the French in their struggle for statehood. It is difficult to find a country in Europe that, in one way or another, did not receive assistance from Russia in protecting its sovereignty," Patrushev stated, noting that there were many such countries in all other regions across the world.
