Atmosphere at UN Human Rights Council becomes more constructive after US exit — envoy

Working atmosphere at the UN Human Rights Council (HRC) has become more constructive and less politicized after the US’ exit, Permanent Representative of the Russian Federation to the United Nations Office and Other International Organizations in Geneva Gennady Gatilov told journalists.

In reply to the question about whether the US exiting the UN HRC has affected the working atmosphere, he said: "It has, and, in our opinion, for the better." "The atmosphere at the Council has become much more constructive, the level of politicization and confrontational rhetoric has gone down," the diplomat noted.

He also expressed hope that "this trend will continue in the future". In his opinion, the fears of US’ boycott undermining the Council’s reputation as a universal institution are unfounded. "The HRC continues work in an energetic mode, there is an active discussion of all items on the agenda," the representative said. However, according to him, "the opportunity to become a member of the council is open to every country, including the United States."

"By the way, the Americans explained that they exited [the HRC] because UN member countries refused to support their offer to turn the Council into a private club," Gatilov pointed out.

On June 19, US Ambassador to the UN Nikki Haley announced the US exiting the UN Human Rights Council. Earlier, Washington repeatedly criticized the Council’s work. US officials accused the institution of being biased against the US and Israel. In 2017, Haley stated that the countries, where human rights violations regularly take place, should not form part of the council.

The UN Human Rights Council is an intergovernmental institution within the UN system, formed in 2006 after the dissolution of the United Nations Commission on Human Rights, which was often criticized for bias. 47 countries form part of the Council, each one elected by the secret voting by the members of the UN General Assembly. Currently, Russia is not a member of the HRC, however, the Russian delegation participated in the 38th session of the Council, which took place in Geneva from June 18 to July 6.
