Hainan’s Haikou tops China’s rating for business environment among regional cities

The city also ranked fourth for the legal climate level among regional cities

HAIKOU /China/, June 9. /TASS/. The People's Republic of China officially rated the city of Haikou, which is the administrative center of South China's Hainan Province, first among regional cities for business environment development, China's Ministry of Industry and Information Technology reported.

According to a report on the assessment of the conditions for the development of small and medium-sized enterprises in 2023, which was published on the website of the department, Haikou authorities have created an optimal climate for the registration and licensing of companies. The document mentions the city's single-window regime, which has enabled entrepreneurs to cut costs and save time.

According to the government report, Haikou is followed by Dongguan (southern Guangdong Province), Changsha (central Hunan Province), Jinhua (Zhejiang Province, east of the country) and Hefei (eastern Anhui Province).

Haikou also ranked fourth in legal climate among regional cities. This refers to agglomerations that include rural areas and small towns alongside urbanized territories.

The ministry's report notes that the ranking was based on studies and surveys, as well as data from authorized organizations. The ministry took into account many opinions and suggestions to obtain comprehensive and reliable results.

Haikou has more than 900 years of history. It is the main cultural and economic center of the province, actively developing cooperation with other countries. The city, which has a population of 2.9 million, accounts for about one-third of Hainan's gross regional product. A major cluster of headquarters and representative offices of a range of multinational companies is being developed in the city under the Chinese government's plan.
