Russian Security Council to adopt Internet security convention

Only legally binding norms will ensure that digital technologies will be used exclusively for peaceful purposes and for the sake of universal development, Rashid Nurgaliyev said

MOSCOW, April 14. /TASS/. The world needs a convention that would prevent the Internet from being used for a geopolitical standoff, Russian Security Council First Deputy Secretary Rashid Nurgaliyev said in an interview for Rossiyskaya Gazeta.

"In order to prevent the militarization of the digital space, prevent computer attacks from becoming an element of a military and political standoff, a legal mechanism is necessary that would make it possible to prevent international conflicts," he pointed out.

According to the official, only legally binding norms will ensure that digital technologies will be used exclusively for peaceful purposes and for the sake of universal development. He pointed out that Russia consistently seeks strict compliance with the basic principles of sovereign equality of states and non-intervention in each other’s internal affairs.

Members of the scientific council at the Russian Security Council believe that this would require an establishment of an international informational security system, led by the UN, with universal legally binding international legal instruments, Nurgaliyev explained. These include treaties, agreements, conventions, aimed to take specifics of IT technologies into consideration.

"Russia has already introduced its proposals, which are being discussed on UN platforms," the official said.
