Moscow calls for creation of legal basis for interaction between states, IT giants

Oleg Gavrilov stressed that this process could take years, prompting Russia to take legislative measures on the national level, particularly on adopting the law on regulating IT giants

MOSCOW, September 16. /TASS/. The Russian Foreign Ministry believes it is necessary to establish an international legal framework to manage the interaction between countries and IT giants, senior diplomat Oleg Gavrilov said at a meeting in the Russian upper house of parliament.

"We believe it is crucial to form a foundation to develop a universally applicable and just international legal framework of interaction between states, their associations and online giants and other Internet mediators, which will create a solid basis for responsible behavior of the latter in accordance with the current challenges of the digital era. The first steps are already being taken in this direction at some multilateral forums," he said.

Gavrilov stressed that this process could take years, prompting Russia to take legislative measures on the national level, particularly on adopting the law on regulating IT giants.

"The creation of Russian branches of foreign Internet companies with registered legal entities in accordance with this law will specifically foster a constructive and invested dialogue between the state and Internet mediators as well as boost the responsible behavior of the latter particularly with their users," the diplomat added.
