Hainan Free Trade Port introduces new shipping regulations effective April 1

HAIKOU /China/, April 2. /TASS/. The Hainan administration has introduced new shipping regulations effective April 1, which will optimize customs procedures and border control, press office of the Publicity Department of CPC Hainan Provincial Committee announced.

On its WeChat social networking page, the department stated that the essence of the new regulations and its details are given in the distributed administrative guidelines called Measures on the Management of Shipping of Hainan Free Trade Port. The document consists of seven chapters and includes 33 articles.

As commented by Wu Pingsheng, Deputy Director of Hainan Maritime Security Administration, the new regulations will not only improve the efficiency of goods transportation, but also successfully fight smuggling.

The modernized shipping regulations provide for the establishment of a comprehensive management mechanism that will ensure prompt information exchange, close cooperation among law enforcement agencies, and coordination in the field of maritime navigation. Regulatory responsibilities will be evenly divided between the competent provincial and local government agencies.

The said regulation defines the norms of ship operation, clarifies the official requirements related to the activities of shipping companies. It provides details related to mooring, watchkeeping, automatic identification system and more.

Key international trade routes pass through the South China Sea, which surrounds Hainan. More than 80% of the province's commodity flow is provided by maritime transportation. Hainan Free Trade Port is actively increasing the scale of trade and economic interaction with other countries, which requires even better control over the increasing risks.
