Russia's Council of Europe exit won’t affect death penalty moratorium, senator assures

It was added that there are two decisions of the Russian Constitutional Court that say that the death penalty is prohibited in Russia

MOSCOW, March 10. /TASS/. Russia’s moratorium on the death penalty is indefinite and enshrined in the decisions of the Constitutional Court of the Russian Federation, and Moscow’s withdrawal from the Council of Europe will not affect it in any way, Chairman of the Federation Council Committee on Constitutional Legislation and State Building Andrey Klishas told TASS on Thursday.

"The decision to leave the Council of Europe has no effect on the issue of bringing back the death penalty in our country. This moratorium is indefinite and is not related to our presence in the Council of Europe, since Russia is a sovereign state, and the Constitutional Court of Russia itself determines all issues related to public law and order," the senator clarified.

He added that there are two decisions of the Russian Constitutional Court that say that the death penalty is prohibited in Russia.

On Thursday, the Russian Foreign Ministry published a statement that Russia was not going to participate in the Council of Europe.
