Country of origin checks intensified — Russian customs

In certain cases the origin of the goods should be evidenced by the certificate, the customs press service noted

MOSCOW, March 7. /TASS/. The resolution of the board of the Eurasian Economic Commission (EEC) anticipates the need of evidencing the goods origin if they are similar to goods from the United States covered by countersanctions, the press service of the Russian Federal Customs Service told TASS.

"On February 8 of this year, the resolution of the board of the Eurasian Economic Commission came into force," the Customs said. "According to the new version of non-preferential rules of determining the origin of goods, in case the goods are similar to the ones in respect of which the member-state applies a tit-for-tat measure, the origin of such goods shall be evidenced by the certificate of goods origin," the customs informed.

If the goods are in the list approved by decree No. 788 of the Russian government that introduced tit-for-tat measures for certain US goods in the form of increased rates of customs import duties, then the origin of the goods should be evidenced by the certificate, the customs press service noted. If the US is the country of origin, the customs import duty shall be paid in such case at rates approved by the mentioned decree.

The Vedomosti newspaper reported earlier, citing representatives of Russian importers and customs lawyers, that the customs authorities initiated large-scale checks of the country of origin for goods with higher import duty rates introduced. Construction machinery, equipment and working tools are among such goods. An extra duty is charged if it is found that the US is the country of origin.
