Russia to aim for mutual recognition of carbon units at COP27, says official

"Slapping sanctions on low-carbon technologies "does not conform to universal goals," Ilya Torosov stressed

The Russian delegation intends to discuss the mutual recognition of carbon units from the implementation of climate projects at the 27th Climate Change Conference (COP27), First Deputy Minister of Economic Development Ilya Torosov said on Tuesday.

"We plan to continue promoting our other approaches as well - first of all, to make the mechanisms of the Paris Agreement have a universal character and allow the use of national infrastructure for trading carbon units in international transactions. That is to ensure the free cross-border circulation of carbon units from Russian climate projects and a fair consideration of country-specific features in determining the optimal trajectory of the low-carbon transformation of national economies," Torosov said. "If we do not manage to come to terms at the international level, we will use the platform to hold bilateral talks with the most interested countries on the topic of the mutual recognition of carbon units from the implementation of climate projects. We are already formulating a schedule for such meetings," Torosov revealed.

Slapping sanctions on low-carbon technologies "does not conform to universal goals," the first deputy minister stressed. "Like last year, Russia will insist on the principle of technological neutrality. Obviously, climate change is a worldwide problem, therefore, it should be combated in a mutual manner. However, certain low-carbon technologies are currently under sanctions. This is not in line with the universal goals of preventing mankind’s negative impact on the climate and the environment," he added.
