HAIKOU, October 2. /TASS/. China's Hainan started to resolve public data management issues in accordance with the recently approved regulation, reported the local authorities.
According to the Hainan administration's website, a special legal document adopted on Hainan in September was first published in China at the level of the regional government. It establishes the rules for making transactions with information products, determines the main channels of data processing, specifies measures to ensure their security, and also delimits the spheres of authority, regulates the pricing policy.
"This is an open platform that allows interaction with supply and demand on the main market. Transactions there are not made with primary information, but with the product that was obtained as a result of its processing," explained the director of the operations center at Hainan's Office of Large Arrays data Liang Zhucheng. According to him, a commercial company will be able to get access to the data, having sent an application to the competent authorities for obtaining the status of a network service provider and meeting the official criteria.
According to www.hinews.cn, a single data market is being created in the province with the participation of the Chinese telecommunications company China Telecom. This project is assumed to dramatically increase the efficiency of digitalization of government services, simplify issues of urban management, improve the situation in the transport sector, and introduce more smart technologies for household use.
In December 2020, the Hainan authorities published a pilot program to use public data sets. This document formed the basis of government measures that made it possible to speed up the process of using the accumulated information. China's southernmost province has become one of eight regions in China where appropriate governance mechanisms are being introduced in a pilot mode.
