Bank of Russia plans introducing new standard for systemic banks

The regulator will introduce the standard gradually

ANOSINO, March 1. /TASS/. The Bank of Russia plans introducing a new standard for systemic banks and will roll it out gradually, Governor Elvira Nabiullina said.

"We want to introduce a new short-term liquidity standard. If a syndicated loan is issued with the use of standard documents, we will recognize it as part of highly liquid assets because it is indeed more liquid. We are now discussing a standard of such documents with minimal criteria for such agreements with VEB [state development corporation] and banks," she said.

The regulator will introduce the standard gradually. "We understand it will be challenging for certain banks to meet updated standards of concentration and there are historical reasons to that. Furthermore, the utmost rigidity is not needed for all standards; there may be an element of flexibility, the ability to cope for some of them. Therefore, we are discussing introduction of the so-called ‘orange zone,’ special zone for certain standards," she added.
