UNITED NATIONS, December 8. /TASS/. The brutality of the radical Palestinian movement Hamas cannot justify the collective punishment of the Palestinians, UN Secretary General Antonio Guterres said at a Security Council meeting on the Middle East crisis.
"The brutality perpetrated by Hamas can never justify the collective punishment of the Palestinian people," he said.
"While indiscriminate rocket fire by Hamas into Israel, and the use of civilians as human shields, are in contravention of the laws of war, such conduct does not absolve Israel of its own violations," he said. "International humanitarian law includes a duty to protect civilians and to comply with the principles of <…> proportionality and precaution."
Guterres pointed out that international law stipulates facilitating "the unimpeded delivery of humanitarian relief."
Tensions flared up in the Middle East after Hamas militants from the Gaza Strip attacked Israeli territory on October 7, when many Israelis living in the settlements near the border were killed and over 200 people, including children, women and the elderly, were taken hostage. Hamas views its attack as a response to Israeli authorities’ steps against the Al-Aqsa Mosque in Jerusalem. Israel declared a total blockade of the Gaza Strip and launched bombardments of the enclave and some areas in Lebanon and Syria. Clashes are also reported in the West Bank.
