ARKHANGELSK, December 10. /TASS/. The 10-year program to develop Arkhangelsk - Arkhangelsk-450 (the city will celebrate 450 years in 2034) - will include a direction to develop educational infrastructures, in particular, the Arctic Star world-class campus, the regional administration's press service said.
"Governor Alexander Tsybulsky announced the idea of the Arkhangelsk-450 program at the regional government's meeting," the press service said. "According to him, the main focus should be on the use of the Arctic Star campus, which, under the Science and Universities National Project, is due to be built in 2027 to become part of the urban environment, as well as on social, sports, educational infrastructures, tourism development, and involvement of historical buildings."
The program should combine all existing resources for the city's effective development. "We need to audit all the resources that we have. To one degree or another, in the form of subventions or targeted subsidies from the regional budget, we will co-finance the city development by about 50%, and joint work in this direction should be more effective," the press service quoted the governor as saying.
The Arkhangelsk-450 program should combine all assets directed to the city development under various programs: national projects, state programs, regional and municipal projects, projects in the Russian Federation's Arctic Zone, and the upcoming implementation of the Arkhangelsk agglomeration development's master plan. The new program should take into account the opportunities that the region receives under agreements on socio-economic development with investors, including with subsoil users, the governor added.
The governor's adviser Ilya Lagutin will coordinate the work. According to the governor, he has extensive experience in managing the development of territories. As head of the Nizhny Novgorod District (in Nizhny Novgorod), he took an active part in infrastructural preparations for the 800th anniversary of the city, and then managed the region's agency for preservation and development of historical environment in the city.
