Russian lawmaker proposes prison pet program for well-behaved inmates

Georgy Arapov noted that the administration of some Russian correctional institutions allowed inmates "to interact with cats"

MOSCOW, January 22. /TASS/. Inmates could be allowed to have pets as a reward for good behavior, Georgy Arapov, a member of the Russian State Duma (lower house of parliament) representing the New People party, said in a letter to Justice Minister Konstantin Chuichenko.

"I believe that it’s necessary to consider allowing inmates who show good behavior and a high degree of discipline to interact with domestic animals as an additional socialization measure," the lawmaker pointed out.

Arapov noted that the administration of some Russian correctional institutions allowed inmates "to interact with cats." In a number of penal colonies, inmates are allowed to have pets, the legislator added.

"It seems reasonable to introduce such a probation measure in some correctional facilities in Russia as an experiment, and expand the practice if it brings positive results, improving the discipline of inmates and reducing the number of repeat offenses by those previously convicted of premeditated crimes. Animals could be adopted from shelters, which will also help the problem of a lack of such facilities in Russia," Arapov added.
