BRUSSELS, April 9. /TASS/. The US security umbrella over Europe may not be open all the time so the European Union needs to build its own defense capacity, top EU diplomat Josep Borrell said at a conference in Brussels.

"The US umbrella that has protected us during the Cold War and after may not be open all the time, depending on who is ruling Washington. We can't rely on American support and American capacity to protect us. We have to build our own capacity; we have to build our own responsibility," Borrell pointed out.

"Certainly, NATO will be absolutely irreplaceable, but inside NATO, we have to build a European pillar," he added.
