MOSCOW, November 2. /TASS/. Russian President Vladimir Putin has signed a law that repeals the provision obliging Russia to notify the secretary general of the Council of Europe about the introduction or termination of martial law and state of emergency in the country.
Previously, this obligation was enshrined in the laws on martial law and state of emergency. At the same time, there was another provision - to inform the UN secretary general about the introduction of martial law or state of emergency. According to the new law, this provision remains in effect.
Explanatory notes say that the need to adopt the law was prompted by the termination of Russia's membership in the Council of Europe. The law enters into force on the day of its official publication.
