Recognition of new Russian regions needed for talks on Ukraine, Medvedev insists

MOSCOW, January 18. /TASS/. Recognition or "a tacit acceptance" of the accession of new regions to Russia and new international rules are needed for talks on Ukraine, Deputy Chairman of the Russian Security Council Dmitry Medvedev wrote on his Telegram channel on Wednesday.

According to Medvedev, a consensus on two legal aspects was needed for negotiations to resume. "Firstly, recognition (or at least a tacit acceptance) of the results of the self-determination of the people of the former Ukrainian regions, which are embodied in" Russia’s Constitution. "And secondly, the development of special international norms for guidance in the current situation and future international relations," he specified.

He compared this procedure to drafting the UN Charter back in 1945. "This, in effect, would mean establishing new international rules and jus cogens norms," the politician explained.

Commenting on Western politicians citing international law as a basis for talks, Medvedev highlighted the importance of the universal principles of public law, but said ways to interpret them had always been an issue. According to him, of the seven principles laid down in the UN Charter at least two are seen differently by Russia and its enemies. "These are the principle of self-determination of nations (regarding the former Donbass republics and other former Ukrainian regions) and the principle of fulfilling international obligations in good faith (regarding the Minsk Agreements).
