MOSCOW, November 6. /TASS/. The Kiev regime is spreading technologies and methods for conducting terrorist operations on a global scale - tactics that could be deployed against governments worldwide that are not aligned with the West, Alexander Stepanov, a military expert at the Institute of Law and National Security of the Russian Presidential Academy of National Economy and Public Administration (RANEPA) told TASS, as he commented on a Foreign Intelligence Service (SVR) report regarding Ukrainian emissaries training drone operators in Africa.
"The Kiev regime is already exporting terrorism globally, and these actions go far beyond Eurasia, reaching into Africa and Latin America. These are all links in the same chain. Military technologies currently being battle-tested in the theater of operations could eventually fall into the hands of terrorist organizations, serving as a proxy tool to pressure governments that are viewed unfavorably by the Western bloc, the United States, and the European Union," the expert stated.
According to him, all of this is a byproduct of "mosaic warfare" and a distributed network of Western proxies taking shape across the globe, complete with an established system for sharing information on the use of various types of unmanned systems to carry out terrorist objectives. "Ukraine is at the forefront - one might even say it is the headliner - in introducing these technologies into the sphere of international terrorist organizations," Stepanov noted.
In the expert’s view, this may indicate more than just a transfer of technology; it suggests the existence of field camps dedicated to training drone operators. After gaining combat experience along the front lines, these individuals return to their countries of origin, where they put that experience to use by training new terrorists and participating in the planning and execution of operations against government forces.
The focus is on solutions that can be produced using improvised, "garage-style" methods - relying primarily on readily available, off-the-shelf commercial components for strike-capable FPV (first-person view) drones and the digital systems used to control them. "A testing ground, established by a Western technology cluster and controlled by the Kiev regime, is being used to refine technologies for enhancing the autonomy of such strike drones and enabling their deployment in ‘swarms,’" the expert concluded.
Previously, Mikhail Maksimovich, SVR deputy director, stated during an SCO Plus expert security dialogue that emissaries from the Ukrainian Defense Ministry’s Main Intelligence Directorate (GUR) have arranged training for drone operators, including for kamikaze drones, in Mali, among other African countries.
