KALININGRAD, March 4. /TASS/. Lithuania reduced the volume of cargo transit to Russia’s Kaliningrad Region through its territory in 2025 by 30% compared to 2024. At the same time, the quota for cement transit to the region through Lithuania was increased by 20,000 tons, the press service of the regional government told TASS.
"Lithuania reduced the quota for cargo transit to the Kaliningrad Region by rail through its territory in 2025 by about 30%. At the same time, Lithuania increased the quota for cement supplies to the region by rail by 20,000 tons compared to last year," the press service reported.
Given the current situation, the local government noted that the region will be forced to increase the volume of cargo transportation from the mainland to Kaliningrad and back by sea. Currently, these shipments are provided by 28 to 30 vessels.
Russia’s Federal Agency for Sea and Inland Water Transport (Rosmorrechflot) has identified 41 organizations to provide subsidies for sea freight transportation to and from the Kaliningrad Region in 2025, allocating 4 bln rubles ($44.74 mln) for these purposes for the year. At the end of 2024, subsidies for sea transportation to the Kaliningrad Region amounted to 4.6 bln rubles ($51.45 mln). They were allocated in several tranches and were distributed among 16 companies.
Sea transportation across the Baltic to the Kaliningrad region is an alternative to land delivery of goods through the territory of the European Union, which has imposed sanctions against Russia. The sanctions limit the land transit of a number of goods - by rail, goods included in the sanctions lists can only be transported according to quotas established by the European Union, and such goods are prohibited from being transported by trucks.
